In late 1864. The U S Senate appointed a Western Navy Yard Commission to select such a site, and they visited a number of locations on the Mississippi and Ohio Rivers. The final report of the Commission was in February 1865. Many of the maps were actually prepared prior to these dates by the U S Coastal Survey employees, but used with the final Commission report.
