The steel wheels roll independent of one another. None of the weathered wood is broke, gouged, split or rotten. I would guess this is vintage 1920s, you be the judge. The wheels as well as the center reel move with ease. There are hints of the original red paint on the frame. All metal parts have some surface rust only.
