The velvet is discolored. There is a picture of the makers hallmarks on the mirror( the initials HM. The anchor, the lion, and the B for Birmingham) I would rate the condition a 7.5 because it has been polished with creme silver polish by the owner which damaged the velvet. There is a white layer on the old cloth. You can see white silver polish on the edge of the mirror under the metal.
