The arms on the hooks swivel from side to side so they can be adjusted if necessary. There are no mounting screws included with this set and the brackets have white paint on the back(see pics! These items do not exhibit any significant flaws. There may be minor areas of paint loss, rust, etc. Also, I can notice some minor"bending" on the bases, but nothing significant.
