For sale is what I believe based on similar auctions to be an Ottoman Turkish Silver Saucer with Tughra Sultan markings. Stamped with the symbol of the maker and 900 indicating it is 90% silver. Other ebay listings show similar saucers witout the engraving paired with a tea or coffee cup. The Conrad Hotel in Istanbul dates to the 1980s. But the hotel could have purchased this and had it engraved much later than when it was made. Sorry I don't know much more about this peice, but I purchased it at an antique store. The saucer weighs 29.2 grams and would work great as a dish for cufflinks, spare change, earrings etc. Great condition with no dings, dents or scratches. Measures 4 inches across and 1/4 inch tall.
