Downs worked in the Decorative Arts department at the Pennsylvania Museum, was assistant curator of the American Wing of the Metropolitan Museum of Art from 1932 until 1949, and in 1949 he joined Winterthur. While there he began what was projected to be a three-volume history of American furniture, based on the Winterthur collection. The first volume, covering the Queen Anne and Chippendale periods, was published in 1952, but Downs died before the later ... morevolumes were complete.
